on Santa Rosa’s Cable Access Channel and the Library’s YouTube Channel


The Santa Rosa Branch maintains a public cable access channel via the City of Santa Rosa with the use of PEG funds. This form is to be used to propose a program for the channel. Proposed programs will be reviewed by Sonoma County Library staff for conformity with Library policies, procedures, and mission and the information contained in this form.

The proposer will typically hear back in 1-2 weeks on their proposed program. PEG funds are funds used to finance the operations of public, educational, and governmental (PEG) channels. These channels show local programming, Library Commission Meetings, school board meetings, community events, city council meetings, etc.

Guidelines

Prohibited Content: The Library will decline proposed programs featuring any of the following.

  • Obscene content, meaning speech that appeals to the average person's prurient interest, is patently offensive, and lacks serious value
  • Incitement and fighting words, meaning speech directed to inciting or producing imminent lawless actions and is likely to incite or produce such action
  • Intimidation and personal threats, meaning speech communicating a serious expression of intent to commit an act of unlawful violence to a particular individual or group
  • Defamatory statements, meaning false statements intentionally communicated to a third party harmful to another's reputation
  • Content reproducing speech protected by copyright, trademark, and intellectual property laws and regulations without adequate consent from the right-holder
  • Commercial speech, including solicitation of funds, links to products, and reference to businesses or business endeavors
  • Speech integral to criminal conduct, such as provision of personal information protected by State and federal privacy laws
  • Content in violation of any law, regulation, or Library policy, see here https://sonomalibrary.org/governance/policies
  • Content irrelevant to any Library resources, programs, or mission, regardless of the viewpoint expressed

Films must be rated G or PG in language and subject matter, as defined by the Motion Pictures Association, or they will be disqualified.

  1. G – General Audiences: All ages admitted. Nothing that would offend parents for viewing by children.
  2. PG – Parental Guidance Suggested: Some material may not be suitable for children. Parents urged to give "parental guidance". May contain some material parents might not like for their young children.

GENERAL PROVISIONS

By signing below, I agree that the General Provisions (Attachment A) will apply during my relationship with the Library.

PROPOSER WAIVER, RELEASE, & HOLD HARMLESS

By signing below, I attest that the information I have provided on this form is true and correct, I am authorized to distribute the proposed program, I have legal right to sign on behalf of all interested parties in the proposed program, and I expressly authorize the Library to reproduce and distribute the proposed program. I hereby waive, any and all claims, of any kind, I may have against the Library, regardless of the theory of recovery or extent of the damages, related to the proposed program.

I shall indemnify, defend, and hold harmless the Library, its employees, officials, officers, contractors, subcontractors, volunteers, and other agents against all claims, damages, demands, liability, costs, losses, and expenses, including without limitation court costs and reasonable attorneys' fees, arising from my or my agents' negligent acts or negligent failure to act, errors, omissions, or willful misconduct incident to the performance of this agreement, except such loss or damage caused by the active negligence, negligence, or willful misconduct of the Library, its employees, officials, officers, contractors, subcontractors, volunteers, or other agents.
